The United States encourages victims of human rights abuses in Cuba to speak up and call those responsible to account. As noted in the second report of the Commission for Assistance to a Free Cuba, we explicitly reject the notion of "witch hunts" in a democratic Cuba against those in government positions. However, as the report underscores, Cubans at all levels of the government must understand that those currently in leadership positions who have engaged in or misused their positions to perpetrate human rights abuses will be duly noted and appropriately sanctioned by the U.S. Government as authorized by U.S. law, where applicable.
Anyone with knowledge of human rights abuses by Cuban authorities, including abuses by members of the military and security forces, may now report those incidents to the State Department by submitting the information through a new secure web page accessible through http://havana.usinterestsection.gov. In keeping with the recommendations of the Commission for Assistance to a Free Cuba, the State Department will review all information provided through this initiative. (Español)
